Select the View by Category option.
Press on the Region, Clock, and Language option.
Press on the Region and Language option.
Select the Location option.
Below the Current location option, you need to select the United States country.
Select the Keyboard and Languages option.
Press on the Change Keyboard option.
Select the General option.
Below the Default input language option, you need to select the English option.
Press on the Apply button.
After that, click on the OK button.
Exit from the Control Panel menu.

Press on the Add a language option.
Select the English option.
Press on the Open button.
Select the English language.
Press on the Add option.
Below the languages option, choose the default language.
Select the Remove option.
Exit from the Control Panel.
Start the Windows computer.
Start upgrading to the Windows 10 version.
Turn on the services and start changing the regional settings.
